In 1988, a US missle cruiser shot down an Iranian passanger airplane killing the 290 civilians on board as it was flying over Iranian terrirtorial waters in the Persian Gulf. During the settlement in 1996, the US refused to admit legal responaibilty or formally apologize to Iran.
